OBJECTIVES OF THE PROGRAMME
To ensure that effective WHO country presence is established to formulate, evaluate and implement WHO country cooperation strategies that are aligned with Member State’s health development agendas that aims to increase access to and effectiveness of high quality health care, sound Health Financing and Human Resources strategies and better Health Governance.

The mission of the External Relations Programme is to strategically support and oversee all communication and resource mobilization activities in the country, build strategic alliances and partnerships, and manage external relations. The Programme manages relationship with the international community by contributing to the positioning of the Organization's regional health priorities into the agenda of the international community and in positioning the Organization to attain technical and strategic recognition within the regional and global settings.

DESCRIPTION OF DUTIES
1. Apply knowledge of the local partnerships landscape and national public health system
2. Contribute to the development and implementation of strategies and plans for engagement with partners (including state and non-state actors such as national bodies, donors, United Nations partners, civil society organizations, non-governmental organizations, philanthropic foundations, academic institutions etc.) toward joint programming and funding opportunities, ensuring compliance with WHO and donor requirements.
3. Provide research on existing and potential partners, identifying synergies and opportunities.
4. Develop concept notes and proposals for collaboration and resource mobilization in relation to the strategic goals and programmes of the country office.
5. Under the guidance of headquarters and the regional office, support the negotiation and implementation of partnership agreements, and plans for mobilizing and allocating resources, including securing the required legal and financial clearances.
6. Support the development of grant proposals
7. Monitor the implementation of plans for donor contributions, joint programmes, and other relevant activities, reporting on progress towards target attainment.
8. Support programme staff on the recalibration of inputs, outputs and compliance with the terms and conditions of related legal agreements and documents.
